I am sure you will now have heard the news on how the allocation of Newly Qualified Teachers will be used and the difference that will make for at least some of the classes at Carolside. Although that is a big relief, unfortunately, if the Scottish Government does not give the Council sufficient funds, it does not look like the local authority can do much more for p5.

If you were at last week's meeting of the parent council you will also have heard that the Schools Minister has been invited to East Ren this week to discuss the class size situation. I have written the enclosed letter to the Minister to ensure he is fully aware of the situation and the action he could take to help.

Dear David,

I was hoping for the opportunity to raise this issue at First Minister's Questions today but unfortunately was not called. I have however put down the following Parliamentary Questions to see if we can put some pressure on the Scottish Government to take action.

As I think is now becoming clear, the local authority is responding to two factors - they have been given neither the legal powers nor the funding necessary to reduce class sizes. I believe the difficulty has been compounded by the local government concordat which removed the ring-fenced protection that we had previously given local authority education budgets.

I am still very disappointed that Carolside might be faced with increased class sizes and I am writing again to the local authority to ask for a re-think on how the difficulties they are facing might be managed. I hope that the Education Minister will recognise the urgency of the situation parents and pupils in East Renfrewshire find themselves in and that jointly we are able to address this worrying matter.

I am writing in similar terms to the other parents who have contacted me but feel free to pass this on.

Post AGM Update

The Parent Council would like to thank everyone who came along to participate in the joint PTA / Parent Council AGM earlier this week. During the meeting, questions were raised on the subject of reclassifications. We have noted the questions and the responses given by the guests at the meeting and we are in the process of producing a minute which will be posted on our website in the near future.

We hope that the new posting will provide clarity in relation to the issues raised by the Parent Forum, however, should further clarification be considered necessary, please contact the Parent Council via the website or via our e-mail address carolsideparentcouncil@hotmail.co.uk and we will do our best to provide an answer or to redirect the point to those best placed to do so.

Reclassification – Your comments and questions

The Parent Council has received many questions regarding the proposed reclassification. We would encourage parents/carers to continue to do this by using the email address, posting on this blog or by addressing one of the parent council members.

While we are trying to get answers for all of the questions that have reached us, at the AGM (Tuesday 19th May, 7pm in the school dining hall) a good proportion of the time will be set aside to cover the subject matter thoroughly. As far as possible, your questions will be addressed there and we will minute/document the answers on this blog. If we have not been able to respond individually to you, we hope you will recognise that there are a lot of similar lines of questions and that this will be the most effective way to cover the subject and communicate back.

We would like to encourage parents /carers to attend the AGM themselves. This will ensure that you can become best informed on the whole subject.

Swine Flu – Advice and Guidance

Learning and Teaching Scotland have put guidance on the Parentzone website for parents and carers that are concerned about school closures and effects on the SQA exams by the Swine Flu outbreak. The advice also has links to the NHS website and the leaflet that is being sent out by the government.

Icy Weather Conditions 2nd December 2008

A number of parents are concerned about the slippery conditions on footpaths approaching the school this morning. Additionally concerns have been raised that the playgrounds were not gritted and most notably, a safe path was not cleared in the P1 playground.

The Parent Council have contacted both East Renfrewshire Council and the school to highlight the concerns.

Councillor Lafferty has already offered to contact the Roads and Transportation Services on behalf of the Carolside Parent Forum :

I will pursue the matter with Roads and Transportation Services however the situation is not peculiar to ER. The combination of varying severe weather conditions can produce conditions that strain the capacities of the services.

At work last night in South Lanarkshire, I noted several periods of heavy rain that dissolved and washed away previously applied road salt. Rain alone drains fairly quickly however it was followed by showers of sleet and snow causing a layer of slush on surfaces. Around 5am the temperature suddenly dipped causing the skin of slush to rapidly freeze and causing passing vehicles great difficulty. The gritters were out but there was simply not time to clear more than the road surfaces of major roads and distributor routes before people started to get up and go to work and school . There simply was not time to grit side roads and footways, even the footways adjoining major roads.

I found it almost impossible to walk on pavements between Cathkin and Burnside Railway Station, the only way I could make reasonable progress was to abandon the pavement and hop on and off the gritted carriageway of East Kilbride Road in between oncoming traffic.

The combination of weather last night from heavy rain to snow and sleet then a sudden temperature drop are the most difficult challenge for our Roads Service. If it occurs earlier in the night, the gritters have a chance to deal with the situation before people wake up. However, last night the exceptional conditions made that more difficult if not impossible.

Update p.m. Wednesday 3rd December

East Renfrewshire Council have posted a news item on their website relating to gritting during the last couple of days. http://www.eastrenfrewshire.gov.uk/newspage.htm?id=38042&callback=4

The school has confirmed that the janitors have indeed been working very hard, on both Tuesday and Wednesday to clear parts of the playground. Clearing is down to their efforts as ERC do not grit playgrounds or car parks. The ice proved extremely hard and difficult to shift. Both janitors worked beyond their remits to clear playground areas for passage, and the council supervisor came out Tuesday to check what was done and was satisfied with all he saw. The janitors are only obliged to clear entrance/exit areas, it seems, but have been working well beyond this to clear much more than that. Gritted areas remain icy, despite their best efforts. However, they have managed to clear very large area for various safe crossings.

Playground areas were checked first thing again Wednesday morning by senior school staff and the decision was made to close some of them off to children. No children were allowed onto areas that were not yet clear. After the children were in school, the janitor again went out during the day with grit to try to clear more of the ice away. It is very resistant to clearing, with areas of the playground that get little or no sunshine remaining frozen. The children will be kept indoors until this is clear.

The school will of course continue to do all it can to ensure that the children are safe.

It has recently been updated and distributed at the Parent Consultation evenings on 19th and 20th of November by members of the Council.

Parent Council Visibility

In order to promote a better understanding among the wider forum of Carolside parents and carers, a leaflet has been created to explain how and why the Parent Council has been formed. In the main it was distributed at the Parent Consultation evenings on 12th and 13th March by members of the Council.

Parent Consultation Feedback

Pre Parent Council Working Groups

A pre-Council working group was set up by the East Renfrewshire Council (ERC) Education Department to act as a consultative body to the department. ERC was keen to take a proactive approach to the response to the Scottish Schools (Parental Involvement) Act 2006 and the pre-Council working group was consulted as the department formed their policy and articulation of the Act requirements in an East Renfrewshire context. The group comprised parents, teachers, Council officers and a Trade Union representative and met several times in the latter part of 2006 and early 2007.

At Carolside, a Parent Consultation Working Group formed from School Board, PTA and other co-opted members formulated a local implementation plan. The wider parent forum was consulted on this plan in March 2007.
